Job Summary
The primary objective of this consultancy is to conduct a comprehensive review of the existing policy documents on energy transition and renewable energy in Ghana. The consultant will assess the strengths, weaknesses, and gaps in these policies to provide recommendations that will enhance the country's energy transition strategy.

Job Description / Requirements
Specific Objectives :
Conduct an in-depth analysis of existing energy transition policy documents, including but not limited to national energy policies, renewable energy strategies, and climate action plans.Identify key policy frameworks, regulation, and incentives that support the adoption of renewable energy sources and the integration of clean technologies into the energy mix.Evaluate the effectiveness of current policies in promoting sustainable energy practices, fostering private sector investments, and achieving the country's renewable energy targets.Assess the coherence and alignment of these policies with international best practices, including the Paris Agreement and relevant United Nations Sustainable Development Goals (SDGs).Provide actionable recommendations for policy advocacy and improvements, addressing any identified gaps and inconsistencies.Scope of Work :
The consultants work will include a thorough examination of various policy documents, reports, and strategic plans related to energy transition and renewable energy in Ghana. The scope of work will include, but not be limited to :
Reviewing national energy policies, renewable energy strategies, and climate action plans to understand their objectives, targets, and implementation mechanisms.Analyzing existing regulatory frameworks and fiscal incentives designed to promote renewable energy investments, energy efficiency, and clean technologies.Examining progress reports and evaluation on the implementation of energy transition policies, highlighting successes, challenges, and areas requiring improvement. Technical review of mineral extraction and energy transition policy documents in GhanaConducting stakeholder consultation with relevant government agencies, energy experts, private sector representatives, and civil society organizations to gather insights and feedback.Benchmarking Ghana's energy transition policies against best practices from other countries with successful renewable energy adoption and how to improve mineral extraction outcomes for energy transition in GhanaDeliverables :
The consultant will be expected to deliver the following outputs :
An inception report outlining the proposed approach, methodologies, and work plan for the review process.A comprehensive report presenting the findings of the policy documents review, including identified strengths, weaknesses, gaps, and inconsistencies recommendations for policy advocacy and improvements in Ghana's energy transition strategy.A presentation to key stakeholders, including government officials, energy experts, and relevant organization, to share the findings and recommendations.Timeframe :
The estimated duration for this consultancy is 20 working days from the signing of this Contract. The consultant should provide a detailed timeline and schedule for completing each task as part of the inception report.Qualifications :
The ideal consultant should possess the following qualification and expertise :
A strong background in energy policy, renewable energy, and sustainable development.Demonstrated experience in conducting policy reviews, preferably in the context of energy transition and climate change.Knowledge of the Ghanaian energy landscape, including existing policies and regulatory frameworks.Excellent analytical, research, and writing skills.Ability to engage and collaborate with diverse stakeholders, including government officials, NGOs, and private sector representatives.Familiarity with international best practices and commitments related to energy transition and renewable energy.Reporting :
The consultant will report directly to the Integrated Social Development Centre (ISODEC) through Bernard Anaba, Policy Analyst (Economic Justice-Extrac�ves) Technical review of mineral extraction and energy transition policy documents in GhanaBudget :
The budget for this consultancy will cover the consultants professional fees, travel expenses (if applicable), data collection costs, and any other relevant expenses. The consultant should provide a detailed breakdown of the budget as part of the inception report.Intellectual Property :
All deliverables, including reports, presentation, and other outputs, will become the property of the Integrated Social Development Centre (ISODEC), which will have the right to use, publish, and disseminate the findings and recommendations.Confidentiality :
The consultant shall treat all information obtained during the course of the consultancy as confidential and not disclose any sensitive or proprietary data to third parties without prior written consent from the relevant authoritiesEvaluation :
The performance of the consultant will be evaluated based on the quality and thoroughness of the policy review, the clarity and relevance of the recommendation, and the ability to meet the stipulated timelineAmendment of Terms :
These terms of reference may be amended by mutual consent in writing if necessary changes arise during the course of the consultancy.
