The objective of the mission is to realise the study on the redevelopment of the Round Pavilion as a music venue.
It is also important to consider that the Round Pavilion is part of a general project of rehabilitation of all the Ghana Trade Fair Centre. First action of the expertise will be to have a good understanding of this general project and to have framing meeting with the GTFCL to allow the expression of the needs and the constraints of the project. These Terms of References are completed by a Presentation of the Ghana International Trade Fair Centre Redevelopment Project; and the Trade Fair Masterplans attached to this document.

The Support to the Music Industry in Ghana project aims to support the structuring and development of the Ghanaian music ecosystem in order to i) support the professional sector of music creation, particularly young Ghanaian entrepreneurs, by enabling artists to earn a decent income from their creations while retaining ownership of copyrights in Ghana; ii) propose an analytical study that will make recommendations for the development of music venues; iii) promote and enhance Corporate Social Responsibility (CSR) among Ghanaian festival organizers and partners.
This project will promote a virtuous economic model, make artistic careers more accessible and credible, while promoting Ghana's artistic heritage. It targets young people in particular, but it also supports the social and economic inclusion of all actors in the sector who participate in music production.
More specifically, the following actions are planned to support the structuring of Ghana's music industry sector :

In the framework of this mission, the mobilised expert will realise a technical study on the cultural program and building layout of the Accra Trade Fair Center development project (Round Pavilion), belonging to the Ghana Trade Fair Company Limited (GTFCL).
The GTFCL is an owned state company (100% of shareholders of the company) with a mandate of promoting the Made in Ghana and the trade in all kind. The company is directed by the CEO and the board of directors (who mainly come from private sector); and the orientation of the shareholders i.e. the government.
The Ghana Trade Fair Company was established by an Executive Instrument (EI) in 1960 as a project to facilitate Ghana’s post-independence trade and industrialization drive. EI10 acquired a 239.92-acre land for this purpose and to showcase Ghana’s exports with the view to attracting investors into its fledgling economy. From its origins in 1960, GTFCL has metamorphosed into a limited liability company strategically positioned to promote and facilitate trade in Ghana. Long periods of neglect by successive governments and a lack of focus has rendered the institution ineffective and incapable of delivering what it was created to do. In the last two decades iconic trade pavilions and related infrastructure constructed at its current location have deteriorated and been taken over by third parties under various arrangements that have allowed the Company to stay afloat. During the period attempts have been made to revive the Company through various public-private partnership initiatives. These attempts have focused on redeveloping the entire center under various themes. The current redevelopment project is considered as a core part of President Nana Akufo Addo’s vision to position Ghana as a trade hub for West Africa.
This mission happens in this specific context and within the component 2 of the project, related to the creation of venues for the dissemination of music in Ghana. The expert will support the GTFCL in the development of a cultural program and the cultural place / music venue of the Round Pavilion.
The expert will realise a study on the development of the Round Pavilion as a music venue and a center for the Ghanaian creative and cultural industry throughout :
The identified expert could have an experience in the performing arts (such as Zenith’s manager) ; cultural management ; territorial animation.
The expert will ideally work with another expert on the rehabilitation of the building.
